How can I call an airport-hotel shuttle without an Australian phone plan?

If the shuttle cannot be arranged, ask the hotel about a licensed taxi or rideshare for the short trip and where that service collects passengers. Compare the actual fare and wait.

Check whether airport Wi-Fi and your own phone's internet calling can reach the hotel. Save its international-format number and reservation reference offline.

Ask the hotel in advance whether it accepts messaging, email, a free airport phone or a scheduled pickup. Get the exact collection point in writing.
